I've played the Torchwood a decent amount so far and I wouldn't call him overpowered at all.
The Z-Mech out strips him for Health, but factor in the fact that the Z-Mechs presence on the battlefield is temporary and timed whereas Torchwood isn't.
His weponry and abilities are decently rounded, long distance automatic weapon with infinite ammo and a cooldown penalty and powerful flame breath for close quarters. He can also ramp things up by going into s Rage.
He makes a huge target and is easy to hit but that is offset by his temporary shield.
Hes got the same stigma as a Z-Mech; everyone on the opposite team knows you're there and they all see you as a threat so you can expect to be the focus of attention until you're down and a little coordinated effort or concentrated fire makes it pretty easy for Players to accomplish that.
