We're are you getting this, what your source? It is the only one available, but to say it is the only one stable implies you've heard something official, or would seem to.

It's rather obvious that it's the only one that has been fixed since the patch. Or else the other maps would be in the rotation would they not? 

What was "broken"?

No I would not say that is obvious. I find it ironic as the hills map is the least balanced. With zombies getting 10k for winning and plants getting screwed if they win quick or a later match.
