As long as the upgrade is available, that's all you need. One buys the game and then the upgrade separately. If I remember correctly, the edition that includes the game plus the upgrade is the same cost as buying both anyway.
Community AdminIt looks like the upgrade isn't available on Xbox One, at least in some regions, and we're looking into it.
On PS4 and PC, as mentioned, the upgrade is available so you can buy both the game and the upgrade to functionally get the festive edition.
