Under the downloads section they both so installed and i have restarted multiple times. anyone have any suggestions?

What happens if you first go to your Playstation Settings > PSN > select Restore Licenses and then choose reboot?

Have you checked in the sticker shop ? The preorder bonuses are in the "Open Me!" packs, that are free.
Yeah, when i first booted the game i got a bunch of sticker packs but i didnt see the preorder bonuses at all
