I generally feel like rose don't need to get her 125 health back,she have a tight hitbox,a good jump and arcane enigma for her survivability already.
Her homing shot are fine too,they aren't as ridiculous as before,but still exist to help you a bit.
If rose need something,it a small boost to her damage as she rather lacking at that.
Outside of that I agree with most of your other proposition,although upgrade are fine right now (bunch of people seem to underrate the potential for health upgrade,while damage upgrade are more or less useful,the rest being fine for for most part) and the fact that they can't really put back promotional variant (And have a substitute in GW2,except for citrus cactus)
Meh Rose is fine as is. The only thing I would give her is a faster fire rate.

only buff rose needs is a health buff or keep her at 100 and improve her speed and agility
personally ice rose is fine just time snare then freeze em slow and screwed at the same time
