Rustbolt Advice
Does Rustbolt have access to any Amphibious cards, or any cards that can kill plants with 3 or more strength? Or when someone plays double Admiral Navy Beans in the water lane, should I just concede immediately?

No amphibious cards, so gotta have some removals in your deck like Rolling Stone or Weed Spray. Black Hole if you're proactive. Triplication might give you an amphibious card, but don't hold your breath.

- Okay first thing I have to clarify is the Admiral is 1/1 not 3/3, unless...if he got hit with that mega-grow supertrick then he could be.
So to answer the question...HELL NO toy should not concede. We can beat these beanies and eat their brains!
Straight up though the answer is No, Rustbolt does not have direct access to amphibious but he can still deal with and here are a few ways
Rolling stone kills anything power two or less so directly kills the Admiral...and you have that Supertrick shrink ray...that shrinks plants power -3, which will then be able to use rolling stone.
Or there is Weed spray... Bam! also you have Terrify which moves a plant and you draw a card.
Indirectly you can get amphibious through the Cosmics. the science guy can conjure goat 3000 or zombot shark and plank walker and football guy conjures synchronized swimmer or the surfer or high diver.
Escape thru time gives you a history and you might pull a rabbit and get Dr Spacetime and he can conjure any garden zombie Sorry, I should have clarified. The part about 3 or more strength was because I rarely ever encounter the things without the Plant player immediately pumping them up.

Exactly as @BPRDHB said. In my Rustbolt control deck I have 4 Black Holes and 2 Weed Sprays to try to deal not only with Admiral Navy Beans, but other annoying amphibious cards like Mayflower which can get pretty insane if they are not controled early.
