I recall seeing that the servers would go down for about 4 hours today. I was directed to the forum to find out what updates are going live, but there isn't any mention of even the servers going down here (that I can find in expected places, like "news" or "game updates"). I realize that this game isn't exactly your flagship game at this point, but there is enough of a player base that I feel we should be better informed.

This is typical for PVZ2 games, they want us to keep guessing, curious and mystify with upcoming changes, and announce once fully deployed.
You should expect the patch will have some defects/bugs/issue as well and it will be reported on forum/reeditt, and fix on next patch,
especially for big changes such as Taco Bandit which coming next Tuesday portal.
So sit tight, eat some popcorn, try it out and give the feedback.
They changed the down time for some reason to only 2 hours...
Who knows but the servers are not up yet.
If not mistaken, it's 11am -3 pm PST. So two hours more.
We are in the EU and the servers are up....

You can only connect with the EA network to start the game in your spedific area.
Sorry that wasn't clear... I meant check out your own thingy (not EU ones).
