Stalling player that should be banned

Was playing ranked as spudow and played an impfinity named kk235 and he stalled the whole game purposely waiting for the very last second to play.

this is isn’t 100% sure but he had a perfect counter to my entire deck(playing gizzard lizard against a spam aggro deck) and I lost very fast on turn 4 or 5 and even when I was about to lose he kept stalling 🤦‍♂️
