In both GW 1 and 2, you've always been able to switch to the other team as long as that team has the same number of players. It ought to only be possible to switch to the other team if it has fewer players.
On a related note, I've definitely connected to games and been placed on a team that already has more players by two or three, which seems like a pretty serious flaw.
