THE PLASMA PEASHOOTER NEEDS TO BE NERFED

You might not have to reduce the damage but how about if you are charging reduce movement speed?

Splash of fully charged shot deals only 30 damage and can be fired not-so-often , so it's easy to deal with , but problem is large clip and fast firerate , which leads to the fact that people do not charge it often

Sorry but the Plasma pea is definitely not overpowered. 

The fully charged shot is only 30 damage with an AOE attack, the default shots aren't that strong and even if you land a direct hit you still need to follow up with multiple regular shots to get the kill, if you charge and fire repeatedly the zombies have plenty of time to get out of the area before you can charge another. The fact the character isn't an instant win button has been apparent as most players are going back to their favorite classes much sooner than they did with the OP Berry Shooter.
