The characters have been available for unlock for quite some time now and while "hacker" claims might have been common last year when they were first introduced, I was one of the first wave of Players able to unlock them and had had only one surprised casual Player raise questions of "Hacking" with me, the majority of Players who have invested a decent amount of time in the game know that they exist and that they can be unlocked.
While you might find brand new Players who are unaware that they exist it is extremely unlikely that you'll be accused of "hacking" at this point in time.
