When the link option isn't visible, it tends to be because the date of birth registered is saying you're a minor/underage. Our support team can take a look and help update the date of birth to reflect your actual date of birth if there was a mistake.
In terms of recovering the account, was your account backed up before you deleted your game? If so, once the link option appears, try reconnecting your game to Facebook or your EA account to try restoring your profile.
