I'm sorry to hear about the rough time you've had connecting. I took a look at the UOtrace you supplied and your ping times look great. However, it looks like there's 100% packet loss on the first hop off of your home network, as well as another time another couple hops forward. I would reach out to your ISP with this trace to see if there are any issues on their side with the packet loss. Your ISP may be blocking certain ports on their end by default, and they can double-check that for you.

@EA_Arrenai Contacted my ISP, all ports are open. My residence uses MyCampusNet so it's more of an open network not a private with closed ports or something? I haven't tried ethernet connection, but I'll have to place a work order for that since it looks like the outlet isn't working.

Hey there, @Tapestry74. I apologize for the wait there.
University networks can have some strict firewalls because they're open, and I know MyCampusNet can be difficult with gaming for some people. I had to do some back and forth with my provider once when I couldn't access some games from a university network.
To help with some additional troubleshooting, are you attempting to play on a PC, PlayStation 4, or Xbox One?
