I've created PSN accounts for my kids, and allowed all network features and applications.
I still get 'PlayStation Network features in this applications unavailable due to age restrictions' when starting the game with them logged in, and they're not allowed to join.
Is there some other limit I need to change?

Kind of a waste of time there, illuminatethesky. The page you linked says 'If your child is not able to access online features of an EA game even though the parental settings have been set correctly, it may be because the EA game is not set up to allow underage access with parental control settings applied. Contact us to check if your EA game is set up this way.', but upon contacting EA, they say it's impossible to detect if the game is set up this way, so no real help there.
