Wrong , if it is for players who maxed their rank before unichomper exist there will be alot less unichomper , but however players who reached 313 after it was announced got it as well as they present the condition of getting the unichomper as '' reaching 313 before 2017 blah blah'' . If there is a similar '' condition '' or '' difficulty '' present in the current GW2 and they giving the same reward , why not?

When I said its "their" reward, I meant it exist because there was no incentive for maxing their rank before the UniChomper. What some of those players wanted was the max rank in GW1 to be increased so they could continue to progress. What POPCAP did instead was acknowledge maxing your rank as an achievement and award them and anyone else who could max their rank. Hence, why I say it is theirs because it is on their terms of reaching the max rank.
This is precisely why you cannot earn it in GW2 because it would go against what the players before you did when they maxed out for nothing. No one is above this.
