Leveling him up is fair through events I agree should be offered as much as possible for players who cannot unlock it permanently. As far as handing him out for $$ or whatever, that time is done as far as Popcap has stated. Hit max in Gw2, and we shall see what Gw3 brings?

but as they stated you had until febuary 27th to reach rank 313 to unlock him so if you have him you now have one of the most rarest characters in the game at 10%
