At turn 3 what is the probability to have plants with a strength higher than 3?! None, 0... Very unlikely. So I don't think this card is situational. It would never be unplayable, always have a use and at least kill 1 plant without any drawback.
Blooming Heart (1 sun): by turn 3 you can have 3 out that are over 2 damage.
Berry Angry (3 sun): gives all plants on board +2 damage
Zapricot (3 sun): 4 damage plant
Seedling (2 sun): can give a plant that costs up to 6 sun
Wild Berry (2 sun): 4 damage
Bonk Choy (1 sun): 3 damage on the turn it's played (play it turn 3)
Pea Pod (1 sun): can be 3 damage by turn 3 if played on turn 1
Black eyed bean (2 sun): can be 3 damage easily by turn 3 against trick heavy opponents
Fire Peashooter (2 sun): 3 damage
Lily of the Valley (2 sun): played turn 3 will make almost any 1 sun plant in the elevated lane survive
Fertilize (3 sun): give a plant +3/+3
Muscle sprout (3 sun): 3 damage
Snowdrop (1 sun): gets +2/+2 when a zombie is frozen... which can be done for 1 sun
Cattail (3 sun): 3 damage
Rescue Radish (3 sun): 3 damage
Sportacus (3 sun): 3 damage
Vanilla (3 sun): 3 damage
Seems a bit better than zero chance... on top of straight up play options to beat weedspray turn 3
potato mine will do two damage to a zombie in the lane when destroyed... making weedspray helpful with smart play
Hot date will move a zombie to the lane before being destroyed by it, and do 3 damage
Pear Cub is a 3 cost 1/1 that when destroyed puts a 5/4 out in it's place and is amphibious... meaning play it on the water lane if you think they'll play weedspray... a 5/4 on water is not easily taken care of early game
Just because you choose not to play these options doesn't mean they aren't there or that a card is overpowered.
and the drawback to killing one "2 damage" card for 3 brains, is it cost you 3 brains to kill one "2 damage" card... so turn 3 they kill one of your 3 plants and can't play anything else? sounds like a good trade off to me.
