Something I just noticed perusing your list. You can get Rux legendary hats from the chests in the trials of gnomus. I got the cuckoo clock hat from one of them. Also, I think I got the lunch rectangle hat from somewhere else besides Rux as well (perhaps also a gnomiverse chest).
I got the Lunch Hat for the Imp via the Frontline Fighters pack if that helps.
Still missing a couple of the special event hats like the doghouse hat for the Citron and the pointing hand hat for the Foot Soldier as well as several Rux legendary hats.

Also on the Trials hats; I got that Cuckoo Clock hat from one chest as @pandareno1999mentions and the Foot Soldier's You got mail hat from another.
- Ok so that would mean that there are around 17-18 Rux legendary hats. If I had a new account I could easily see the true number of Rux hats.
