Is this for Garden Ops / Graveyard Ops?
If so, I remember that on PvZ GW1, if you had the difficulty settings on the higher settings, Craaaaaazzzzy, etc, then you had more chance of these super boss waves....
I had 98% completion for the achievements on GW1, all I wanted was the Super Vampire wave, never had it and played, 100s and 100s of rounds.
From my personal experience, getting Super Waves in GW1 had nothing to do with difficulty as far as I ever noticed and everything to do with the number of players. It was literally impossible to get one if you were alone. The Vampire Wave was one of the last achievements I got as well, and I remember it being on normal difficulty with 2 players.
As for GW2, I suspect it might be very much the same, though I've only had one so far (but I haven't played Ops more than 10-20 times yet, I think), that one didn't happen on anything harder than Normal, either.
In other words, don't try to put difficulty settings above what you're comfortable with, but play with as many people as you can. Not sure if AI teammates count, but they might help too.

Yes, we have tried all difficulty. We are both level 150 and play more than 20 hours of ops mode. Only got one super boss wave! It's frustrating, and needs to be fixed. I feel like the 1st one was easier to get super boss wave.
