OK, it sounds like something's gone quite wrong with screen positioning. Do you use more than 1 screen? If so you may want to disconnect the extras, restart your system then check again.
If you don't use other monitors or this step is ineffective, we can try deleting the local settings files, which will contain display config details. When this is deleted, it'll be recreated from a default template when you restart the game, so this can help with weird config issues.
If you go to Documents\PVZ Battle for Neighborville\settings, you can remove the files there. You can make a backup at another location like your desktop as a precaution, but there shouldn't be any issues. Hopefully when you start the game next the default settings will have the game show up for you, but please let us know either way.
I use multiple monitors so I tried unplugging my second monitor and the reticle still went straight up and then i also deleted the settings it still happened

Ok, if you have any software around controllers can you try disabling it?
If you have any game controllers(or steering wheels or flight sticks) installed please try removing these too.- 6 years ago
I don't have a controller plugged in but i have a game cube controller driver installed on my device (vjoy).
and i have it set up in steam as well? but i deleted the set up

Aim is finally working dont really know what fixed it but something to do with drivers. now it just crashes sometimes
