To be frank Ufoxum14, after nearly 2 years of GW2 no longer being supported I have become increasingly pessimistic as to whether there will be any change in the quests offered at the Town Hall, and that includes Boss Hunts. It pains me to say that I doubt very much whether we shall ever see them again.
It's a pity. It's such a great game.
By the way, you pose a good question, as it exposes EA's lack of support and their limitations on gameplay as morally deficient, as they continue to sell the game on their website.

I've asked them to do this before too. My coding knowledge is a bit archaic beyond PC-DMIS these days, but all the events in the town hall should be in code that's turned off till it's needed, when they turn it on. We need someone to turn on the more impressive portal modes. Boss Hunts, Capture the Taco, Soil Survivors, and Cats vs. Dinos are all needed/wanted by a lot of players. I know in the game's heyday, I was one that pointed out how boring cats and dinos gets after awhile, but people need the achievements and it does mix things up a bit.
As @PerniciousPea points out, GW2 is still my favorite of the 3, I've barely touched BfN after hitting max rank as so much in that game is missing or not as fun as GW or GW2. I'd be willing to bet that even in the game's current state of being 5 years old, we could even have successful community challenges. I had to get 25 human player vanquishes Friday night to get quests done (I still quest in GW2 all the time), and on PC (NA east) with no hackers, this game had an 8v8 that became a full TT lobby and is great fun. We can still buy it and buy packs and coins for it, so a modicum of support is not an unreasonable expectation.

With reference to yr comments on programming, I simply don't understand why it's so difficult for EA to turn on the Town Hall quests. The only explanation I can come up with is, that at the time of BfN's introduction EA reduced the attraction of GW2 by switching off most of the Town Hall quests in order to ensure that the maximum amount of players would migrate to BfN.
With BfN having lost its support and now being in exactly the same situation as GW2, EA could surely just switch on the necessary codes. But I suspect that with GW2 being just one of the many games in EA's portfolio that have been downgraded that the game has just been forgotten. Otherwise, I'm at a loss to explain the lack of Town Hall quests.
