Well, that depends on how you see it :
1. If you like infinity time and have time to grind it for hours, then why not.
2. If you don't like infinity time but have a lot of time to grind the coins to buy infinity packs (10-12 millions), then why not.
3. If you hate infinity time and doesn't have time for grind coins, then buy them with cash is much more economical and practical.
Note:
For $20, it cost you around 30-60 minutes of your working hours, which is much much shorter than grind in infinity time or grind coins.

Grown men often have more important things to do than grind a crappy game mode for countless hours, and $20 is just a drop of spending money. It's all in your perspective.
On the original question, all six party characters have already been offered as paid DLC. You might be able to find codes for the upgrades still available at gamestop's website or on amazon.

but party characters = ☹️ and no good so I stand by my opinion
i am a kid though, so a lot of free time and not much money allowed to be spent is about my day.

For me the only reason to have the party characters was to be able to achieve max rank. I ground them out quickly and then forgot about them, for the most part. I agree with your assessment, though I do know plenty of high skill players who do quite well with them.
Also, I'm a bit of a completionist, so that's another reason I wanted them. Right now, the fact that I'm short over 100 FLF stickers and only average one sticker per 100-200K coins is quite annoying.
