Interestingly, the character I've been offered in the new pack is a zombie, while the website says that this week's character will be a plant. Perhaps it's because I already have all of the non-legendary plant variants?
I took a look on my daughter's account, which has few character variants. She is being offered the two Character Showcase packs for 150K, and a Phenomenal Plant pack for 120K.
So yes, the pack's presence is dependent on what characters you've already unlocked. As I have all non-legendary plants, the new pack is not being offered to me this week.
This represents a bit more discernment on the part of the sticker shop. Previously, I would be offered the 150K Showcase packs regardless of whether or not I already had the character. Now, it's only offering me the Archeologist, which I don't have.

if this is a permanant thing its obvious they are jacking up the price and making it limited time to make you buy coins to unlock characters faster theres no other explination for it other then to a make the game longer and 2 make you more tempted to buy coins so glad i got this game for free its even worth less then 60 bucks then it was before

I completely agree. But I suspect the reasoning behind the price difference is that you know whether you will get a plant or zombie character.
