Game Award Badges - Cookie Connect - 4K, 6K, 7.5K Stars & Arrows

Here's the background information:
- I play the game each day. I take a few tries at the Daily Challenge, and then play a few rounds of lower levels for stars, arrows, and making 2 special cookies go off with 1 move.
- On 5/4/2021 I earned the Game Award Badge for making 10,000 Special Cookies.

Here's the problem:
-On 11/17/2020 Pogo released Game Award badges for making 4,000 Arrow Cookies and another for making 4,000 Star Cookies
(in subsequent releases they have issued badges for 6,000 for each and 7,500 for each)
- How can I have made 10,000 Special Cookies but NOT have made 4,000 Stars or 4,000 Arrows by now???   

Here's the "rub":
Once I had a similar question and the "community manager"  went to the "Cookie Connect team". The result was that they changed, to "clarify", the criteria on the badges I asked about, which completely changed the meaning from what was originally written as the criteria....and, of course, worked against me earning them. 

Here's my question:

What gives? 🙂
