Why can't you return to the first level so you can try and get 3 stars on levels you didn't get 3 stars on? I'd like to do this or even start the game over.

You can return to earlier levels. I always replay San Francisco for badges.
If you go the the screen with the suitcases you just have to scroll to get to the earlier cases.
