Beta Testing of new features

When new feaures are introduced into existing games, why are they not beta tested by ordinary players? Pogo HD Spades is a prime example. Herein "watch" features were added but it appears that access/authorization  is not afforded to the schema. Worse yet, once developers were notified, there is not even an acknowledgement that a screw-up has occured
