Card Scramble Viola's Diner Game 3-21

I have played game 3-21 in Viola's Diner many times and can't find a way to win it.  It doesn't seem to be possible to win.  Has anyone made it past this level?  I really enjoy playing the game but n...

I’m stuck on chapter 3.  Not enough spaces to use at the beginning.  Only 4 spaces and you can’t make a hand!!! This is so frustrating.
