Mahjong Sanctuary
Many times over the last month when I play this game, when I choose the scissor tiles they don't always cut the ribbon. This mean you cant finish the game unless you use or purchase one of the boosters, usually the joker to be able to remove the tile. It has either cost me or I have to start over which is frustrating. I also cant seem to figure out how to report this issue, it seems so complicated. Anyone having this issue, or can help.

From reading the Pogo Forums for Mahjong Sanctuary I have not yet seen any reports of not being able to cut the ribbon to proceed. This is a good thing!
Some higher levels have ribbons placed in tricky positions, making scissors appear ineffective. My best advice to you is to post this question on the Pogo Forums for Mahjong Sanctuary - you will find very skilled players here with helpful hints, strategies and ones who have completed this level - include as much information about the level you are on so players will know exactly where you are at.
