You should not have to download anything to make any adjustments. I have an HP Laptop too, I can access the options by the steps detailed above. No app store needed.
Make sure you are right clicking on your desktop screen and not a webpage.
i have attached so you can see. This is the only graphics option i have. Right under the advanced display settings.

Here are the directions straight from Microsoft, however I see in your picture you do not have certain options. You may have to do a bit more investigating into this.
