Where are the Targets?

I DID love playing Card Scramble until I was supposed to land on the four targets. The most I have seen so far are two or one but never four. I'm an old lady fixed income and can't keep buying tokens to win a game that's not doing what's it supposed to do. I can honestly say some of the recent games took me a few times to figure out but I have No Control over targets! If I'm doing something wrong, then tell me or else fix the game. I check info on Badge Hungry no help there! I have been stuck for days. I will not spend another dime I just need to know why POGO is not giving me the targets!
