I have found that where the full-blown lack of services, or of a service, manifests itself, there have appeared available “in storage” mega-versions and other items that are plenty to make up for the lack. This is after, of course, I spent hundreds of thousands in upgrades and now see I don’t have to.
A bit of explanation of things would be appreciated.
In my case, there was a surplus of a few service buildings but overall, massive deficit on the most important ones, resulting in an entire region with lvl1 services and not enough coins to upgrade so, I guess I just lost that entire region.
