I have no option to upgrade services, fire, police and health have “infinite “ capacity,  whatever that is. No change to Omega services. I have changed gameplay from service upgrade one, I had an over abundant of service coverage and had to destroy omega services, which gave me more real estate to build and tons of neo simoleans., that I spend at Neo mall.

otherwise all ok, city at 29 million
