There is sufficient capacity, however, instead staying sufficient like I set it (see the first picture), it returns to insufficient coverage when I leave the region. When I return back to the region the coverage reverts to insufficient coverage (second picture).
In both pictures is demand the same, i. e. 248+97+127=472 (first picture), 93+252+127=472 (second picture). The capacity is 2000+250+500=2 750.
The third picture is just to show the buildings that need 97 but were not covered sufficiently by capacity 250.
To avoid “insufficient” coverage (unhappy faces) the fire station had to be upgraded from 250 to 350. Thus total capacity 2850 was needed to cover demand 472.
It seems the problem might be solved by moving fire stations so that their service areas would not touch each other. (Though that would require reorganisation of most of the region.)
When I had the same problem with regional service buildings, it was sufficient to move the service building so that it could not “grab” a home from area that was already covered by other service building.
The first picture (sufficient coverage) always reverted to the second picture (insufficient coverage) after I left the region. The third picture shows stable situation 100% coverage after deluxe heating plant was moved to the left.
