By the way according to update notice “After this, one new Service unlocks every 24 hours, starting with Power. This pacing helps you adjust before each Service becomes active.”

The services update for me started today and all my cities are showing abandoned houses and all my services are requiring upgrade. The above mentioned gradual rollout did not occur.
