The protection from negative effects of your service upgrade did not, apparently, apply to other regions. I have two additional regions Frosty Fjords and Green Valley, which have been broken since this rolled out. They say that they need service upgrades, but I had gone through every service and (annoyingly) upgraded and rearranged to ensure that capacity exceeds demand. However, it will not register the changes and the cities are all showing red thought bubbles.
