Latest problem identified- because my approval ratings have plummeted, the amount of taxes and Omega neo simoleon coins i can collect has too, which puts me in a catch 22 situation where I can never earn enough neo simoleons to upgrade the services...

I'm genuinely warning you that I will have no option but to stop playing the game unless you can sort this out quickly.
