Despite all the previous problems with services 2 I did get my cities all back to 100% happiness. However, this changes when rebuilding after war attacks, and after doing upgrades for CoM challenges. This time fire is a problem. I upgraded a fire station and the coverage changed. Why does the coverage change after upgrading a fire station, or after rebuilding?
If it Is a firestation with an area of 6x8 or 10x12 and it stands in a corner of two streets than you can turn it over the other streetside.

Unfortunately they are not on a corner. The question is, why should I need to change anything?

Vernissa - when disasters destroy buildings it seems to upset the order in which Service coverages are assigned to buildings, when the building in question is within the coverage area of >1 Service.
I find in certain areas that after any repairs, I have to move a fire station away from an area and replace it in order to "reboot" how the coverages work in that area.
I think of it like this - when a disaster destroys a building, it no longer requires Service coverage, so the game thinks it has free capacity to assign elsewhere. So rather than having one Fire Station at max capacity and one at 50%, it'll balance them out to be about 75% each. But when I repair that building, the game has no memory of it being there previously - and if it can't cover it with the nearest Fire Station it will show as over capacity. Moving the Fire Stations causes the game to recalculate the wider area and shift the coverage back to where it was originally.
It's a pain - and I'm hoping it can get sorted some time soon.
