A bug problem in my city account, the nama city is HAOUEN level 9

I'm experiencing a bug in my city account. According to the screenshots I took, the system is making unreasonable requests regarding the construction of wastewater treatment plants, electrical systems, and water systems.

Even though the allocated capacity is more than sufficient, why is it still in the red? This is causing residents in my city to constantly complain, preventing me from upgrading my buildings and making it difficult to play comfortably.
