Any help please? When I move the sewage pipe the people say get rid of the sewage and when I am moving it closer to my buildings, they say I am an awful mayor and of all the places,I placed it there.

How far out did you move the sewage and how long did you wait before you moved it back? Try moving the sewage away from them again and let us know if they're still complaining after a few hours.

The sewage is way to close to your buildings. In order not to have them complain, it needs to be at least 10 blocks away from the nearest resendential building.
Go to where you build your sewage from and look at the map. No building should be under any of the brown coverage area.
Build a road out of your city and move the sewage pipes all the way there. That will clear up your problem.
