Constant power shortage, what should I do?

Hi! I keep having issues where buildings say they are getting no power or no water and that I need to fix this issue. I keep buying new power plants and new water plants and it’s not doing anything. I double checked and all my power/ water plants are connected to all the houses. It also says that my capacity for both beats the demand! So i’m not sure why i’m having this issue.

What should I do? The happiness rating keeps going down and sims keep moving out.
