Add new Omega related things

1. We have no reason whatsoever to build more than 3 Omega labs. The canisters stack up fast and there is really no need. It's highly tedious as it is upgrading Omega residential buildings; therefore I say, add the ability to build one more Omega Research Center once we build 6 labs.

2. Add some Omega related achievements, there are none.

3. Add some more Omega themed buildings, parks, an Omega entertainment venue, Omega museums and all.

4. Add some animation to the Omega tube terminal. All transportation specializations have something happening.

5. Lastly, for god's sake, reduce the goddamn prices in the neomall. It feels like buying a Manhattan apartment every time I open it.
