Why should anyone follow the rules when at least a sizeable amount of people don't even vote with good intentions. They just vote to knock off a milestone.
As for submitting a design, chances are those people did the design challenge to complete a CoM task.
When you stop assuming that people do things out of good faith, your complete view of the game changes. I don't even do design challenges anymore.
