Any way to stop upgrades to buildings?

I would like to have a mix of residential buildings in my city, not just full of skyscrapers like I see when visiting a lot of other cities. Just rows and rows of skyscrapers are so ugly. I'm looking to build a balanced city like Daniel's city but I don't want a lot of ugly yellow hard hats all over the place. So is there any way to build small to mid level residences and keep them from wanting to upgrade meaning no yellow hard hats? I'm at level 60 and by the way I've figured out how to build the condos just before they upgrade to a full blown sky scraper and keep them there. I just build them in an area where they only get fire, police, health and utilities. They will only build to that point and won't want to upgrade anymore. Then I move them to an area with full blown services. But I want to build a few smaller condos as well. Anybody have any ideas?

    The easiest way is to put them in range of a factory or I assume anything that has pollution, sewer, trash etc. I know for sure they won't pop next to a factory, took me awhile to figure out why some of mine wouldn't pop a hard hat untill I moved the factory.

    Not really a way to do this yet (although i haven't checked the latest update)...Keep in mind the visiting mayors don't see your hardhats -  only you do...although that is really annoying too.

    If you put them in the pollution zone of a factory they won't pop hardhats!

    Could the ability to stop upgrading residences be because they want players to spend money to buy coins and dollars? If we make a pretty city and only make a few changes now and then, the cash stops flowing. It's sad that the bottom line makes decisions for those that like just pretty towns.
