The only reason I can think of is sometimes the assignment maybe upgrade a Sunny Isles, or 2 or 3, the same applies to Cargo Shipments, they could have 3 levels. Hope this helps, so if it’s incomplete it could mean that you have to do two or three of the same task to complete.
