I’ve been thinking about the reports from players who are receiving Mass Train delivery requests for items from regions they haven't even unlocked yet. I am not affected by this myself, but I have a theory about the logic behind it.
My Theory:
As long as a player hasn't unlocked any region, the game might be using the same "randomized logic" for train orders that it uses for regional currency in the Mayor’s Pass or Event Tracks. Since the system has no "unlocked" anchor point yet, it simply picks a random region from the entire pool. Once you actively unlock your first region, a filter might kick in, limiting requests to the areas you actually own.
To find out if this theory holds water, I need some information from you:
For those receiving requests for "locked" regional items:
1. Have you unlocked any region at all yet?
2. What is your current City Level?
3. Do you hold regional currency for a locked region (e.g., from pass rewards)?

I have been getting train delivery requests for locked regions as well, from limestone cliffs.

Thank you for the info! To help me pin down the cause of this logic error, could you check two more specific details for me?
I am Level 97 and have 4 regions unlocked, including the Limestone Cliffs. Interestingly, I also had a delivery for Silk recently, but the game required me to use a Construction Wagon for it. According to EA’s official info, Silk is a factory item and should belong to the Industrial Wagon. This shows that the wagon assignments might be bugged or inconsistent.
1. The Wagon Type: Which specific wagon did the train require for your Limestone Cliffs item? Was it the 'correct' one for that category, or was it also assigned to a completely different wagon type?
2. The Connection: Do you have train stations in your unlocked regions (Sunny Isles/Green Valley), and are they connected to the outside world (the tracks leading off the map)?
Since you are getting requests for a region you don't own, while I am getting 'wrong' wagon assignments for a region I do own, comparing our setups (like the outside connections) might show if the train system is ignoring both regional locks and item categories. Thanks again!"

Wagon Types: To be honest, I haven’t been tracking the icon mismatches closely because I’ve focused on simply using the car the delivery card requests. However, my inventory is deep enough (6 First Class, 10 Material, 9 Tool, and a growing set of Rustic cars) that I effectively 'brute force' through any assignment, whether it’s bugged or not. I'll keep an eye out to see if my Crude Oil is being assigned to something nonsensical like a Construction Wagon.
Regional Connectivity: I am at Level 99 and have four regions unlocked (Limestone Cliffs, Sunny Isles, Green Valley, and Frosty Fjords). I have mass transit stations placed in all of them. While I have plenty of stations, the track connections to the 'outside world' vary by region.
The 'Locked' Issue: The core problem on my end is that the game is demanding Crude Oil, which is tied to the Cactus Canyon region—a region I do not own and still working to unlock.
It seems the game engine is scanning our player levels (97/99) and assuming we should have access to the full item pool, regardless of which regions we’ve actually purchased or how our tracks are laid out. It’s less of a 'connectivity' issue and more of a 'level-based' oversight in the RNG task generator."
So far this has not slowed me down much, more that through Rank 17.
