Buildings not upgrading

I have a few buildings that have been upgraded to the stage before the skyscraper (+1000 population buildings) and even though I’ve had them down for around 24 hours, for some reason none of the buildings have given me an option to upgrade.

I wonder if this is normal or maybe somethings changed since I last played, but this doesn’t seem right
