Can you make another Sims account on the same device?
I want to make a second account so I can gain more expansion supplies. I only have one device to play on, an iPhone. Is this even possible? Do I need a second Apple ID?

It is possible to play two cities on the same device. You'll need your second city attached to a second Game Centre ID (Apple ID) so you can have it on your main city's friend list. You may alternatively be able to attach your second city to a Facebook account and have it on your main city's friend list but I have no experience with Facebook so don't know if this is possible.
One of the downsides to this game is that while there is a "login to Game Centre" option in-game, there isn't a "logout of Game Centre" option. Therefore every time you wish to switch between cities on the same device, you'll have to uninstall the game completely, reinstall the game, switch Game Centre IDs in the Settings menu of your device and then play through the game tutorial. Only then will you be able to login to Game Centre in-game and load up the city. Time consuming to say the least.
