City storage decreased second time spontaniously

Hi, I have thsi issue for a second time.

My city storage spontaniously decreases with 20.
From being able to store 150 items, I now can only store 130 items.
And this happens for the second time.

It costs time and savings to urn the increase but now its gone.

Can somebody help me?
