Construction bubble bug

For years now I’ve been noticing what I assume is a bug. When I have several buildings around mid-way through the building stages, say 5 or 6, once I get the required items the bubble disappears. It’s super frustrating and seems to happen when the city reloads, say I go to another city and buy an item I need to complete the requirement, when my city reloads, it’s gone. Anyone else seeing this? have spoken to CS, always get the same reply that they’re aware and will pass the message to the dev team. Never changes. Once I get to final builds it stops, I think it happens when I have too many constructions available at once but why remove the one that is complete?!
