Coverage service allocation issue

How can I balance service for all homes when I use more than 1 service building. Even when sum off capacity is higher than total demand, it still allocates 1 higher and 1 lower, totally the area still lacks of capacity, it happens for all kind of coverage service

    Things work far better when there are no overlaps. It's not always possible / easy, but rather than having these side by side, can you move them to the corners of your layout so there's a clearer division of coverage?

    You need to either add another control net or bulldoze the one in red.
